I think my honda pressure washers engine is flooded?

I recently bought a second hand honda petrol pressure washer.

It was working fine for the first day then i switched it off, i went to use it again and it would start. It is a pull cord to start it.

My friend says i might of left the choke on and flooded the engine but a dont really know much about this can anyone help?
 
If its flooded then after a few hours to allow the fuel to evaporate it will be fine to re-start. However, if it does not work after that then remove the spark plug, clean it and reset the gap then replace it and try again.
