i think my *friend* needs help with an eating problem..?

she says that when she looks in the mirror she feels fat. calls herself a "whale" and says that she struggles with thoughts of starving herself or over exercising. 3 years ago she used to weight 115 lbs [and admits that she used to throw up and exercise during that time period.] and now she weighs 145. how do i give her advice to help her lose weight in a healthy way? and does she have an eating disorder even though she doesn't act upon those thoughts now?
