I think my fish might be sick?

I have two fantail goldfish in a 14 gallon tank. Sushi has been acting strange, and I am not quite sure what to do. He seems to be stuck at the top of the tank. He can't seem to go down. When he tries to swim lower he looks strained, and then just floats back up. He is just floating still in the corner furthest away from the current of the filter. Does anyone have any tips on what might help? I am worried!
 
He has swim bladder.You siphon your tank.Feed it some peas only for a few days until it gets better.But don't feed it for 1 day and see what happens it it healed.Then you don't have to feed it peas.If it doesn't heal then feed it peas.First warm the peas peel of the shell. then feed it to the fish.My fish has the same problem.
