i think my fish is dying - may be due to new aquarium - help!?

(im completley new with fish)
I've bought a new aquarium - complete with new filter and filter cartridge - and i've done everything it said to do in the manual. put in the correct chemicals and waited 24 hours before putting in the first fish.
Well it's been 4 days and my new fish has turned a pale colour. he was black all over, but now he's half white and his fins have gone all "stringy" what can i do?
please help me!
the aquarium is 30L ans the fish is just a "fancy goldfish" in black. according to the store i bought him from.
 
Ohh i see, well its probably because the new aquarium or i think its cuz ur fish was shocked because of the new water!! maybe he wasn't used to that new water before that's why u have to be really careful not too hot and not too cold!! But mostly its about new water not cuz the aquarium!! My fish died also:( cuz the different water!!! Anyway hope i helped
