if the house and senate overwheming approve a law butthe president himself doesn't approve it and vetoes it, is that just his personal view or is he generally getting prodded by his administration (e.g if we're talking about bush - rice, powell et al) into supporting/disapproving it.
ps. I'm British so When th queen approves something it's more to make it official (she has no right to say no). henece why i want to know what its like in states

If you are British,Americans Operate their government differently! The "Lawmakers of the Land in America" are the Congressman! They will propose a bill, and if the majority approves in the Congress, they pass it to the Senate and once the majority of the Senators voted for the Bill, it will be given to the President, and if he thinks the bill is good for the Country or people, he will sign the Bill in to a Law! If he the President disagree, he will veto it! It means that the lawmakers first (they are more powerful then the president) before the president give authority to passed the law!

If the house and senate vote is overwhelming, and the President veto's it, they will probably have the votes to over ride his veto. With enough votes the congress can override any Presidential veto. Hope this answers your question.

The Congress can override the veto with a two thirds supermajority.

Bills are written and edited in Congress and presented to the President for his signature which makes it law. If the President disapproves of the bill he can veto it. However, the Congress can overide his veto with a 2/3 vote and pass it into law anyway. The President may have something personally against a a bill or he may consult his advisers and they tell him it is a bad idea. Either way, the fiinal decision is up to him unless something seedy is going on.
