That's a big debate at times. Some don't consider it a swear word.

Other, it depends on the usage. If you're describing the place in a nonbiased manner, then it's fine.

If you're using it to insult someone, or as slang (What the H#ll, or Go to H#ll), then it's profane.
 
In the censored version of the Ren and Stimpy episode "Dog Show" there's a scratch sound played when George Liqour says "Liquor" when he is saying his name.

It is also used in "Royal Canadian Kilted Yaksmen" when they are singing the song, the word "Hell" is scored out and replaced by a fart sound.
 
In the Dutch version of the Danny Phantom episode: Bitter Reunions he did say the S-word.

And in the Dutch version of Garfield: A Tale Of Two Kitties Garfield did say the same word.

And there are some more kids shows in Holland where they say the S-word.
 
Animaniacs had too many to count. But their whole thing was basically alluding to the fact that they wanted to say these things but couldn't due to BS&P.
 
Beast said Hell in the original X-Men cartoon.

I believe the line was "Parting is all that we know of heaven, and all that we need of Hell".
 
I can't say this is a swear, or vulgar thing, but I know on Freakazoid (a Huntsman segment specifically) the cop says "We caught someone screwing around with the Horn of Ergency." I've never heard screwed around in a cartoon before or after that.

Then of course there's the whole debate about the word "freaking" which is just as bad as the sucks/crap is it a curse or not thing. I recall in the original script of "Mobster from Dimension X" (1990's TMNT) one of the gangters said "Freaking Turtles," but the dialogue seems like the word was cut out after recording in the finished product. I've heard Freaking in a cartoon somewhere.... just can't remember where.
 
Dexter said it once. I believe in "Dexter's Lab. A Story" he shouts, "Dee Dee, how many times have I told you to stay out of my freakin' secret laboratory!"
 
In a recent Foster's episode, Bloo said 'male bondage' instead of 'male bonding' as he handed Mac a pair of wires with alligator clamps on them.
 
In a rugrats episode, Angelica and Charlotte got drowned out at strategic points. I think it was the one where Angelica goes on TV, and says a certain word because she hears the TV guy say it when she goes backstage.
 
Rocko's Modern Life has had too many things like that to even keep count of. I mean, even the restaurant was called "Chokey Chicken" before they made them change it.

Invader Zim - "Dark Harvest": When Zim is stealing childrens' organs and replacing them with stuff, Dib uses his X-Ray goggles to identify each object, and one girl has a kitten where her reproductive organs should be.

Foster's Home For Imaginary Friends - "Busted": There are multiple jokes about "busts" (refering to the statue kind) in this episode, such as Wilt's "I've never seen such a beautiful bust!" or Bloo's "A bust this big needs ample support!"

Another one from Fosters - "Dinner is Swerved": Bloo gets an idea to tie bedsheets together to make a rope, and he shouts "sheet!". Mac gives him a shocked look, obviously thinking that he said "sh**".

The Fairly OddParents - "Cosmocon": Timmy's dad tells the Britney-Britney band to "hit it!", and Timmy's mom jealously says "He nevers asks me to hit it!".

Fosters again - WILT: No, Eduardo! Reverse the suction!

It was during the first season, in the episode "Legend of the Crystal Coconuts".

I think the only reason anyone remembers that line is because it was one of only two episodes that was released on VHS in the US.
 
Now, that's a good one since I recall a "Real Ghostbusters" episode where it seemed that Slimer said "Oh my God!" I think they were able to get away with that because his voice wasn't very coherent.

Let's think of some more. For that matter a lot of "Looney Tunes" shorts have some sort of variations of swear words. I won't go into that one, because that's what the "Looney lists" online are for. Though there were a few examples on the "Sylvester and Tweety Mysteries." In one episode, Sylvester is drag racing and he said, "This is a pain in the asphalt." There's also another one where he said, "I must have died and gone to... hello."
