I still didn't get my car title, what do I do?

about three moths ago I bought a car from this small dealer who mainly sells old cars, and what surprised me was that i didn't get the title right away. He told me that I can drive on dealer's title for now and i also got the temporary license plate. He said he has to send all the documents to secretary of state, and then they would send my title to me. It's been 3 moths and i still didn;t get it.:/
