I save SHSH already but I can't downgrade 4.0 to 3.1.3.

Use umbrella-4.00.49.exe

If you are save , then go to: C:/windows/system32/drivers/etc/host file
open this file with notepad , and on the end get this:
74.208.10.249 gs.apple.com


then try to downgrade!
