Possibly your blower fan motor itself is getting bad, drawing enough amps to heat up the resistor and possibly the wiring but not enough to blow the fuse.

It could be the blower motor is drawing more current than it should.
Note: The blower resister is cooled by the incoming air to the heater plenum - if you're checking the resister outside of the box, it will surely overheat.
