i really need car help !!!?

I have a 1999 ford windstar van
when i start it all the light's on the dash
such as that come on when you start it but they all flash and you hear a clicking noise under the dash at this point the etc window's do work
but they stop go stop go with the flash of the light's on the dash.
At this point if you turn the van off put on ACC windows work fin but! when the dash board light's stop flashing windows no longer work the running dash light's do not work ether but head light's and tallights , break light do work
pleas help me with this problem

Could be your battary and this is most likely. Any shop even like walmart or canadian tire will be able to tell you.

Another thing you could try is disconecting your battery for like overnight or longer. There might just be a glitch or something in your computer and if you let it reset it might solve your problem.
