I own a 1994 Jeep Cherokee. Issues starting... need answers PLEASE?

It started fine after sitting about 8 hours in 5 degree Minnesota weather. I drove it 2 blocks, turned it off, and immediately started it but it would not even turn over. The lights work, everything works except it won't start so it's probably not the battery or alternator. I was thinking possibly the starter? Maybe it's too cold? Please give ideas and how much I should expect it to cost please!!!!
 
It sound like a wiring problem. If electric current reaches the starter it will make a sound or try to start the car.

use an electric meter, ( a cheap one about $5) to check if there is current at the starter.
It should have the same reading as the battery.
If you do not have one take the car to Auto Zone or Advance Auto and they can check it for free.
The have a hand held computer and can test it for free.
It is hard to tell exactly what it wrong without doing some of these test.
This woud be, the cheapest way to go.
