I notice there's a 2nd filter inside the filter box of Toyota Matrix. What is it?

I was just about to replace the air filter of my 06 Toyota Matrix when I noticed there a filter type material attached to the top filter box cover. This is in addition to the drop-in one. It looked dirty but it looked attached to the cover and cant be wiggled out. Any ideas what it is and how to change it?
