I need your help to restore it with 3.1.3

I have my iphone 3.2.1 when you put it of it gose recoverly mode and when i try to restore it with 3.1.3 it dose not pick up so plz i need you to help me.
 
is your iphone 3G or 3GS? give more information about your phone and what really happening
 
The iphone is 3gs it is 3.1.2 i was using it and when i put it off and on it back the it want to recover mode
 
ok use recboot to get it out of recovery mode for windows connect your phone to the computer and run RecBoot click on exit recovery mode

and you need to have microsoft net framework install on your computer to run RecBoot
 
i have the sams problem wih a 3gs when i did a jailbreak with spirit and he dont want be restaued with itune
plz help
 
WHEN I TRY TO OPEN THE RecBoot.exe IT SAYS I NEED TO INSTALL NET FRAMEWORK V4.0.30319 SO I WANT TO ASK IF U CAN HELP ME THAT PLZ.
