i need to know whats wrong with my 94 ford explorer?

when i turn it on or put it in park the rpm goes up and doesnt not come down and the enigine reaves up.but when i put it in gear it the rpm returns to normal.the idling speed seems to pick up speed when not using the gas paddle. whats the problem and how do i fix it?
