I need php scripts and a database (mysql) capabilities for a new website idea.?

I have an idea for a website that will need dynamic content in order to work. I am familiar with html/css but I have very little knowledge on php. Now I heard php is very easy to learn and I have been reading up on it but I am far from ready to write code for it. I am wondering do programs like front page, dream waiver, or joomla ect enable you to add php and mysql capabilities to your site without knowing how to write the code. For my site I also really need to have a database (mysql) and php scripts or the site will be useless. Should I just buckle down and study php and mysql or can I use a program like the ones I mentioned about earlier, or is there a website that I can go to to get already made php scripts kind of like a site called dynamic, drive it offers javascripts for free you just add in your personal information. I don't want to take forever to get the site working but if I have to learn to code then so be it or maybe I should just hire someone to do it.
