First of all, all you people need to calm the heck down and let me explain why hes gone so early.

The mother was producing way too much milk which could cause an infection and kill the puppys if they were to drink it. The vet checked over all the pups and he said it would be a good idea to keep them away from there mother or spend thousands of dollars on treatment for them all.

He is about 5 weeks old now and is eating and drinking on his own, he pees most of the time on the paper, but the odd time he pees wherever. As for the pooping he still hasn't grasped the concept of using the paper.

We are both at home with him so he is never alone. We did have him dewormed and the vet will be giving him his first shots at 6 months.

I came here for more guidance...i do know how to handle dogs, this is not my first one. I don't appreciate all the negativity. I just didn't have time to post the whole story.

The pup needs to go back with mom and sibs. Way too young to be away. It is usually illegal to sell or transfer a pup before 8 weeks old in most of the US and developed countries. No idea where you are, but giving you this pup so early is probably illegal. Take it back from where you got it and say you will be back in 4 weeks.
Still should be nursing part time at this age anyway. The best you can hope for is to paper train this pup for the next 2 weeks. And then at 6 weeks you need to start taking him out every hour during the day, and every 3 hours at night.
I hope the puppy food you are giving him is softened with water and then whirled up in a blender. You need to be adding milk replacement as well (NOT COWS MILK!). You also need to be feeding him about 4-5 times per day, and the pup probably won't make it through the night without needing food for another week. ("through the night" meaning 11pm to 5 am)
p.s. you also need to be carrying around this pup almost all the time (they pile on each other to keep warm, you have to carry him to make sure he has the contact he needs so he won't burn calories trying to stay warm) and/or make sure the room you all are in is at least 75 degrees F. This pup is barely able to keep its body temp up on its own. You can still lose it to hypothermia if you are not careful! go here and god help this dog!

4wks? um...a dog just gets its teeth at 4 wks....take it back to the breeder and report it also. they should get arressted

First of all, slap the breeder you got the pup from. Never should a pup be away from mom until 6 wks, and even then they shouldn't be away from their littermates until they are 8 wks.

I don't know where you are located, but in the state of FL, it is the law that no pup (or kitten) be offered until 8 wks of age and with a health certificate. No vet would release a 4 wk old pup.

But now that you have it, try a heating pad on low under a blanket. Make sure the wires are to where the pup cannot chew on them and check it frequently. A large stuffed animal over the heating pad may help also.

As for the messing, might as well get used to taking him/her outside ever few hours, when they wake up, after they eat, after they play a little, after they wake up....etc. If you cannot supervise the pup loose in the house, confine to an area that can be easily cleaned.

shouldnt of bought a puppy if you couldnt handle it, eventually it will learn to stop crying if your leaving it in a room by itslf overnight, you can buy a liquid which you put drops outside where you want it to go and it attracts the puppy to pee there.

WHY DO YOU HAVE A 4 WK OLD BABY????????????
You need to take puppy back to Mommy she needs that and her Sib's she misses all this and do y ou know how to feed the poor baby. she may wine all the time because she is hungry, lonely.
She does her pottying all over cuz shes to young to know any better.
Who ever sold or gave you this puppy should be horse whipped apparently doesn't know how to CARE for a puppy and neither do YOU.
