I need legal help! Concerning native american courts and transfering to...

...another court in arizona.? So here's the story.
My sister married a native american man. It didn't work out so he filed for divorce in a native american court here in az. Now all of their custody hearings and anything having to deal with their child is in those courts.
Now for the problem- They do NOTHING to help my sister. He hardly ever pays child support and when he does it's hardly anything. He owes hundreds of dollars to her from not paying in months.
Example-today she had court and all the judge said was "you guys are adults, fix it yourselves" the judge didn't listen to anything either of them had to say, but the judge did say he can keep their child "until he feels like it" even though what he's been assigned is every other weekend.
Now my sister doesn't know when he'll feel like giving her daughter back.

So I need to know how my sister can transfer from this native american court to another court that's not native american. Any information would help tremendously.
my sister already has major custody.
it's not a custody battle she just wants a court and judge that will actually listen and do something about the fact that the father isn't paying child support
