I need help with "The garden of Eden Creation Kit" or G.E.C.K.?

I have downloaded the G.E.C.K. program and created my own mod, but when i try and save my plugin file it doesnt show up in the file i saved it in, nor can it be used in fallout. however i can still open it and edit in the G.E.C.K. does anybody know what im doing wrong?
 
this may sound like a stupid question, but do you have fallout installed properly? sometimes the installation can go wrong and it wont let you're mods work.
