I need help with my garden! My soil has ocean beach sand in it!?

I dug in and shoveled off the grass layer of an 11' x14' area today to begin my vegetable garden. I have 4" seedlings going and I was preparing the soil...to my surprise, there is what looks to be ocean beach sand right under the top layer of fertile soil (complete with tons of earthworms and grubs). The sand is not salty, as far as I can tell! My building has been there over 40 years, and I imagine the salt is gone...
Anyway, what do I do to make this light, sandy soil great for my vegetables? I have 3.8 cubic feet of peat, and two large bags of very nice dry cow manure. Do I need to get some actual soil for my garden? Please help!
