Hi i was just making an HTML i wanted to make it an ad for my site.......first of all if their is any site that will let me publish an HTML ad without paying please respond......second......I will give 10 points for an answer that is helpful and useful........and remember it cant just be on my site it has to be on other sites too
 
Yes, you can do this with a link exchange - that's where your ad runs on other sites because you let those sites show their ads on *your* site. If you search for "link exchange" in Yahoo or Google you'll find lots of these systems.
