A friend of mine has a 2000 chevy tracker that she and her boy friend say is blowing the dip stick out and there is a lot of air passing through the dipstick tube does anyone know what this could be.

That shouldn't happen ever because that car has positive crankcase ventilation. Replace the PCV valve (it sets in one of the valve covers with a rubber hose coming from it, $2.00 and no tools) and check the PCV lines for blockages. Make sure that the lines let air flow freely.

Good Luck!
