The park mechanism is frozen. Don't try to reposition the arms on the shafts or you will ruin the wiper blades and scratch the paint job when the wipers sweep past the windshield. My Grand Prix has this problem every couple of years. You need to remove the wiper arms, the cowl and cover over the wiper motor park mechanism to free it up and lubricate it.

this is a problem with many G.M. cars , there is a chance that you can flip the cam back to its original operating position inside the wiper motor , you cant turn the arms as they are pinned, so if you cant flip the cam its time for a new part...or take it to a professional he has seen this before as its a common issue with G.M.

Last week in the coldest part of the year my 2003 Montana's wiper blades decided to stop in the up position. They still work but are up now instead of down when in the off position. If anyone has any ideas I and my wife would sure welcome any advice. Thanks
