I need car help from someone with an unbiased opinion?

I have two cars, one is a 1994 toyota tercel with a blown out engine and my other car is a 1987 plymouth reliant which is my only transportation to college. my dilemma is that my dads girlfriend (whom I hate) offered to sell me her second car which is a 1999 honda civic, she will sell it to me for like 2500 money I don't really have. So she told me I should sell my two cars and put a down payment of a thousand and she would let me pay her off over the course of a year or so. The car is an uprgade, I think. It cant pass smog yet but she is getting it fixed. The car i have now didn't pass smog but i have until december to fix that. another thing is that she got the car from her stepfather in Oregen (I live in California) and she didn't register it and there may be an additional thousand dollar fee. I need a car with good gas millage and my current car is no good at that. But my problem is that anyone I know has their own opinion about me and my situation so I want to ask someone who only knew the facts, you. so my question is what should I do.
 
I cannot say what you should do, only what I would do.

That "not registered" is a deal killer. Without California registration she would have trouble selling for $2,500 to anyone in California, let alone Family. Unless....

Condition of the car? Mileage? If it is in showroom condition and does pass California emmissions it might be worth fighting the DMV.

A motorcycle would be a bettter choice for transportation, sell the Toyota and get the K-car smogged for when it rains or is too cold to ride.
