i need a way to run a webcam chat when only one of the people has a webcam.?

i normally use gmail to chat, but it won't run on a computer without a camera.

You can use most any IM program like AIM or MSN messenger.

Well I know Windows Live Messenger (AKA MSN) can do it. But don't get too attached to it, they're always bringing out annoying changes and forcing you to use them. But yes, you can do webcam (and voice) chat even when only one person has it.
