I need a tool for my Honda Civic.?

So I am rebuilding my 1995 Honda Civic jdm d15b and i need a tool that locks up the harmonic balancer to bolt on the flywheel..What is that tool call and where would I get it in Denton, Texas for rental...This is holding me back from putting the engine inside..

also on the jdm motor. do u know what that extra hole is by the intake manifold...the usdm dosnt have one...help!
