It would be much quicker to compile a list of those countries who didn't persecute the jews.

Get an alphabetic list of the countries of the world. Start at A and go through to Z. Eliminate China, India, Pakistan and Indonesia and you got them. Those are the only four that I can't recall ever having a official ant-Semitic policy or popular beliefs against Jews.
