I live in rural Indiana,U.S.A. do I need a building permit to erect a privacy fence

7' tall and 40' long? I an having issues with neighbors and would like to put a privacy fence up around our small above ground pool.I am attempting to find out if it is necessary to have a building permit to put up a 7' tall and 20'x20' length "L" shaped privacy blind? are there codes that cover things of that nature?
