i live in ocean city NJ and i need help setting up my rod for fluke fishing?

i don't really fish much so i don't know what to use to get flowder/fluke. i have one of the all ready set up Riggs for them but it is not working well. also i need to know what the best bait would be for best results. one more thing i need to know if i should keep the rig i have set then how would i reel it in fast/slow or let the current take it. thank you for the help
