I know that to clean off oil-based paint, you use paint thinner. But WHY?

This is part of my chemistry homework. The homework is about solvents and solutes. We did an experiment about this and I'm writing about a real-life example for my conclusion.

Also there was something about Polar and Non-Polar? And immisible?

Please tell me how oil-based paint and paint thinner and water have to do with these things.
