i know its not my business, but im making it my business is that a bad thing?

ok so i live in Grays Harbor County, and theres a house thats a few blocks down from me they have a horse and are caring for a friends horse, while the friends they are gone. i walk my dog by there house every day and and there neglecting them. the brown horse has easily lost 200-300 lbs, her back is arching in and all of her ribs are showing and her hips are starting to show WAY more than they should. i can see that even though her thick winter fur. im only 14 but i watch all these animal shows about neglecting and i hate it so im taking charge. the black one has approx lost 150-250lbs. i dont know if i should call the local police station or what?? my friend has noticed this to and we heard the owner say to the horse your bad so your not getting fed tonight. the horse has a big gash near her eye from the barbed fence and the owner went up to the horse looked it over and walked away she didnt do anything about it!!! who should i call tomorrow plz tell me. i hate to see them like that there sooooo sweet they deserve love and attention...and to be feed and properly cared for. and theyre hooves are not being trimmed either. there is a horse training/bording gal that lives a few miles away should i call her and see if she knows who to call?? im going to call the police tomorrow or whoever you guys help me find. thanks in advance Lia
