I just got a 20 gal aquarium today. It came with all the fish when I bought it

off craigslist. It was transpor? with about 4 gallons left in the tank. The rest was drained out. It took about 30 minutes to get to me. I have been reading about cycling. Is this tank till cycled or does it need to go through that process? There are 15 fish in the tank. Is there anything special I should be doing if it needs to cycle? Also one of the mollies (I was told it was a molly, its a big orange fish, not a gold fish though) rocks back and forth. It stares at its reflection in the tank and rocks. Is this normal? I don't see any signs of disease or sickness. Thanks!
 
do not fill it up with tap water yet, put the water in the tank that was with the fish when you got it wait a day put a air bubblier if you got one at the beginning, over the next couple of weeks slowly add water to the tank make sure you treat the water before putting it into the tank also mollies like salt not a whole lot but just a little plus it fights off diseases set the temp to about 78-79 forget about the filter for now but soon as the water gets high enough turn it on make sure there's water in the filter before you turn it on also do not take the heater out while it's on (I'm assuming your new to this) by putting water in slowly like this you will be letting the nitrogen cycle slowly build up that way you don't kill all those fish... if they had gravel put some in but not all of it (beneficial bacteria live in the used gravel) that way they still have room to swim... it's going to look cramped for now but better that than completely shocking and killing all your fish
