I hit a car help what should i do?

I hit a car today driving to school and made no damage to the other car and no one was injured. A police man came and gave me and the other driver a paper asking for insurance and all the car info. I did it we exchanged and the police looked over my car and realized I didn't have the safety inspection done so he said just get that done and hand it over to the judge and i'll be dismissed. Why do i have to go to court for something like this? What happens if i don't go and is this a big deal? This is my first time I actually hit a car but it was a minor one so I thought the insurance would take care of everythign and my insurance will rise but why do i need to go to court...? I live in Virginia btw.
 
if you don't go to court like ordered then you could have your license revoked. and you probably have to go to court for the safety inspection.
