I haven't ridden a bike in a long time. What is a good (Men's) bicycle to start with?

I haven't ridden a bike in over 6 years, and I'd like to start up again. It would seem in my case, I would need a cruiser, as it would be just for casual use, ie around the neighborhood. I noticed when it comes to cruisers, there are different tire sizes. Are smaller sizes generally easier to ride? Also, I'm not trying to spend too much, ideally less than $200.

Thanks for your time. Also, by chance if anyone knows a good shop in the LA/OC area they could recommend I'd appreciate it.

Im about 5 ft 7 in, 190 lbs if it matters.
