i have two 10 gallon tanks and one 20 gallon tank, what would be best for 2 green

spotted puffer fish? should i put each of them in a the 10 gallon tanks, or keep both in a 20 gallon tank? what would be the best?
i know they should be kept in 30-40 gallon tanks, i will get it in 2-3 weeks.
i have them together and i havent seen one chase at all, they are doing great except one that is
