I have some questions about this dirt bike.?

Okay I would like to know if this bike could be rid-in on pavement. Is this a good beginner bike? Also could two people fit on this bike? Do you think that someone that is 5"3 could fit on this bike? Any other information is appreciated.
 
Since it is a TTR i would have expected it to be a dual sport. No it is not street leagal. No brake lights, signals, horn. You could sure ride it on pavement but it wouldn't handle the best. Also you might be a little large for this bike. Maybe a 90.
