I have rusty brown stains on the roof of my canvas camper traile.?

Is this mould or mildew? I have tried bleach solution, Sunlight soap solution. Nothing moves it.
What is it likely to be? Any ideas on how to remove it?
 
try CLR something designed specifically for "rust"
