I have Photoshop CS4 and it's stuck on the hand tool?

I was trying to do something to a picture in photoshop but it suddenly got stuck on the hand tool (the one you can use to move around the picture with) and it won't let me change to any of the other tools. I've tried saving the photo and coming back to it but it's still stuck. How can I get off the hand tool so I can use the others?
 
Also double check that nothing is touching your space bar or leaning on it. Hit the space bar a couple of times to make sure it isn't stuck. The hand tool will come up while almost any other tool is in use if you hold down the space bar, and sometimes it can get stuck or you can be leaning on the bar without realizing.
 
Try using the keyboard shortcuts. i.e. W - wand, M - marquee, H - hand, etc. Sometimes this could also happen when you have too many files open and you are running low on memory. Your system could lag or even freeze. Make sure that you have at least 4 GB of ram to run CS4. I recommend 6 - 8 GB and a video card of at least 1 GB to run smoothly.
