I have itchy flaky skin on my nipple, normal?

im 20 years old and it comes and goes but its always in the same nipple, i try not to scratch but this time the area is bigger and its just itchy and flaky. could it be just dry skin? (i do apply lotion on my breasts every day) also haven't had children. help?
 
If its like a white bump type thing right by the nipple then yes its normal, i get it too.Im not sure what it is but i know its normal because ive had it for a longggg time and im fine
