I have GIMP 2.6 and when I put line art from the internet on it, my colour doesn't work?

I get line art from google images or diviant art and sometimes when i put them in GIMP 2.6 and click on the colour and for example chose blue, i go to colour it and it doesn't work!! I've checked everything and it doesn't work!!!! For some it works and for others it doesn't? Is it GIMP or the line art?????
