I honestly couldn't make much sense of your question. You'll need to provide a LOT more description for any real answers. Try listing your tank size, species of fish, water parameters, last water change, and any pictures of the fish in question.
It sounds like you simply have a runt, which is naturally less capable than the other fish. If possible, isolate him to give him the best chances of survival.
