I've never used it, it is phenylephrine, used to shrink tissue or blood vessels as it does for hemmorhoids, in large doses used to inc BP in emergency situations. try Visine, temp vasocontrictor, also a Rx med called Elide from dermatologist, try shade highlighter and make sure all makeup, mascara and eye shadows are not causing dusting on your lower eye area, be sure to brush that area after applying upper eyelid makeup.
