If the cellphone is older than a year you can call the provider and ask to make your cellphone sim-lock free. (I believe you get a code).
Else it's pretty useless cause a dutch sim card will cost you a lot of money (calling from another country). Dutch providers are also the 3rd most expensive european provider. If you're in america you could try to buy a verizon sim card. In europe try to get a vodafone SIM card from that country.
