yes. The pebbles are supposed to be glued.
Brown can be from over watering (but that is more of a yellowish brown) or under-watering. have you moved it into more light than it is used to?
Can you get a finger in between some of the pebbles to see if the soil is wet or dry?
has it been in the same pot for too long?
Palms are usually pretty hearty. Sometimes as they age they get a little brown on the ends but that is just the very tips.
