I have an immigration education question?

My friend has immigrated from Germany, and she made her high school equivalency as an apprenticeship. She has this but it is not a high school diploma here naturally, so my question is whether it counts over here?

If not, then what is my friend's easiest alternative for getting a diploma or GED here?
 
first try to turn her german diploma into an american equivalent (through the board of education, I assume) . if it doesn't work, take the GED...
