I have an automotive question...I have a Dodge Neon 98 2.0 the speedometer bounces...

...between 0-30 a? After it bounces it will stay at zero for a bit and then goes back to bouncing. I have had a couple mechanics say that the dash needs to be replaced. What could be the cause of my problems?
