i have an 05 dodge neon i have no rpm meter therefore no rpms how would i go about...

you can buy an aftermarket gauge to mount inside on the a pillar.a chip would reprogram timing,rpm and fuel curves producing more power

i think it just lets your engine run rich. you will get a littlebit more rpm and the computer wont restrict your engine from overgoing its usual power like it does right now.

rpm meter doesn't mean you don't have rpm's. rpm is rotations per minute which is how fast your engine spins the crankshaft. you don't need to be concerned about your tachometer unless you have a stick shift.
if you want more performance from your car, get a high perfomance car. before you spend alot of money on smaller parts, get a better exhaust and maintain your car regularly.
