I have a Vodafone sim in Malta (Europe), can I only use an unlocked iPhone from US?

Hi,

If I get an iPhone from USA, and my sim in Europe is Vodafone, can I get the handset locked to a carrier (if yes please specify which) or only the unlocked ones?
