I have a sony ericsson and whenver i am on the phone making a call a msg pops up...

...and it says "? ciphering not available at this time, what could that possibly mean.. is someone trying to do fraud on my phone i am not able to figure out what that means, i even called my cell phone provider and they were not sure what that is? thanks for the help..
