I have a signed Paul Joseph Barian oil painting. Who is he and is he a collected artist?

It's a painting of the town (center?) of Veyrier du lac in Switzerland, a lake region known as Annecy? Barian signed it. It's a BEAUTIFUL painting, about 22 1/2" X 27". Is this worth anything? OR where would I go to find out more about Barian and painting's value without having to pay a mint?
