...remove the pebbles? I recently moved into a home with a raised garden bed on the front. I was so excited except there are patio pebbles on top of black plastic. Underneath the black plastic there is mulch. i want to plant flowers up there but i dont want the pebbles. What is the best way to remove the plastic and the pebbles? Can I keep the stones down?? If I plant flowers will they grow? I just dont know what to do... Thanks
 
The soil that is underneath the pebbles, plastic and mulch has to be cooked. It hasn't received much air for who knows how long. I'd remove all those things and see what you have. It would be a good idea to buy some bags of compost and incorporate them into the soil.

The best thing to do would be to fluff it all up and let it sit and breathe for a season, but that isn't much fun. After adding the compost you could probably put in some nice annuals like marigolds, zinnias, etc. Don't fertilize, because annuals don't need fertilizer. Then in the fall you can get in there and put in grasses, perennials, whatever you like. That will give you time to do some reading on basic gardening without feeling stressed.
